Introduction
This database has been developed in the framework of the project "Promoting the use of Structural and Cohesion Funds for energy investments in New Member States and Candidate Countries" (PromoSCene).
The project aimed to enhance the use of Structural Funds and Cohesion Funds for investments concerning renewable energy sources and the rational use of energy in New Member States and Candidate Countries. Therefore, the managing authorities of these funds were trained in the promotional, managerial and administrative aspects of Structural and Cohesion funds while the national energy agencies were trained to support the fund managers.
The project consortium consisted of organisations from the following countries: Austria, France, Germany, Greece and the Netherlands (all Old Member States) and Bulgaria, Cyprus, Czech Republic, Poland and Romania (all New Member States).
This database has been developed in order to facilitate a know-how and best-practice transfer between Old and New Member States on managerial issues as well as on projects financed through Structural and Cohesion Funds in the past.
Therefore, the database contains the following information:
- Information on projects financed through Structural and Cohesions Funds: in this section of the database, more than 70 energy-related projects can be found which have been financed through Structural and Cohesion Funds in selected Old and New Member States in the last years.
- Country specific information on the management of Structural and Cohesion Funds: in this section, an overview is given on how Structural and Cohesion Funds are managed in the above mentioned Old and New Member States. The focus lies on the following issues: analysis of the political background & priorities, promotion, selection and evaluation, procedures as well as financial issues.
- Downloads: in this section, documents such as application forms, national reports and guidelines with a cross-country analysis of promotional and management activities as well as financing procedures of energy-related investments can be downloaded for information and best-practice exchange.
The PromoSCene-Project has been supported by the IEE-Programme of the European Commission.
